Yolo Local Agency Formation Commission (LAFCo)
Yolo LAFCo updated the Municipal Service Review/Sphere of Influence Study for Surface Water and Groundwater Services provided by Yolo County Flood Control & Water Conservation District, which was adopted in July 2026. The Municipal Service Review is meant to provide an inventory and analysis of services provided by the District and to identify alternatives for improving efficiency, cost-effectiveness, accountability, and reliability of public services. The Sphere of Influence (SOI) Study update was completed in conjunction and is meant to guide and respond to the need for the extension of infrastructure and the delivery of municipal services to areas of emerging growth and development. In general, LAFCo SOIs are designed to discourage urban sprawl and help to preserve agricultural and open spaces.
