District staff consists of a small, highly effective team of professionals dedicated to providing excellent service to farmers and the greater community. The staff is charged with operating and maintaining over 150 miles of canals, three dams, heavy equipment and commercial trucks, a fleet of pickups, complying with regulatory agencies, ensuring dam safety, maintaining transparent financial records, and providing customer service. The staff is led by General Manager Kristin Sicke who inspires the staff to reach higher standards of excellence.
Management
The District is under the able stewardship of General Manager Kristin Sicke. Ms. Sicke is the sixth general manager to have led the District since its creation in 1951. She served in the role of assistant general manager for six years prior to being selected for the general manager position in 2021. Kristin is tasked with continuing to strengthen the District’s financial stability, rehabilitating an aging infrastructure and ensuring all administrative and regulatory obligations are efficiently fulfilled.
Prior to her role as assistant general manager at the District, Ms. Sicke worked at the California Department of Water Resources as a Water Resources Engineer focused on projects related to operations for water supply and flood management and was responsible for evaluating grant applications for stormwater flood management and water-energy projects. She is a credentialed Professional Engineer in the State of California and possesses a bachelor’s degree in civil engineering and a Master of Science in Civil and Environmental Engineering, both from the University of California, Davis.


Assistant General Manager Erik Cadaret joined the Yolo County Flood Control and Water Conservation District in 2024 and serves as the Technical Lead for the Yolo Subbasin Groundwater Agency. Prior to joining the District, Erik spent over a decade consulting on mining, environmental, and water projects across the western United States. He has worked on projects that included contaminant remediation, environmental monitoring and reporting, mine pit expansion and dewatering, regional water supply and recycled water, preparing and implementing GSPs and groundwater management plans, well design and aquifer testing, recharge projects, and government agency administration. Known for his collaborative and innovative approach, Erik consistently tackles complex challenges with optimism and creative solutions. He is a credentialed Professional Geologist in the State of California and possesses a Bachelor of Science in Geology from California State University Fullerton and Master of Science in Hydrogeology and Minor in Business Administration from the University of Nevada, Reno.
