Solano Decree Allowable Seasonal Withdrawal

The table below shows the seasonal maximum water withdrawal that the District may release from Cache Creek Dam based on the elevation of Clear Lake as of May 1st. All downstream releases made from Clear Lake between April 1 and October 31 are considered to be part of the Seasonal Withdrawal, except for those releases that are made during April and May entirely for flood control purposes. Irrigation releases made in April are added to the May 1 lake level to determine the allowable withdrawal for the year. The District may not release more that 150,000 acre-feet of water (exclusive of waters released for flood control).

Monthly Maximum Withdrawals 

Irrigation releases may only take place between April 1 and October 31.  In addition to limits on the total amount of water that can be released during the irrigation season, there are also limits to how much water can be released each month. The gradual release of irrigation water balances the need for agricultural use in Yolo County and recreational needs in Lake County. The table below shows the percentage of the total annual allocation that can be released.

The District may exceed withdrawals in any month (except for October) by ten percent, or 1,000 acre-feet, whichever is greater. The additional withdrawal will be deducted from the following month’s allowance. October’s allocation may be used for any other month without affecting the next month’s allowance. 

In addition to the restrictions placed on how much and when water may be released for irrigation purposes, monthly minimum lake levels must be maintained. How much Clear Lake can be lowered in the summer months is dependent on the adjusted May 1 lake level. It is important to remember that Clear Lake loses approximately three feet of elevation each summer due to evaporation.
